Jefferson, Orleans, Plaquemines, St. Bernard, and Tangipahoa parishes have been awarded Federal funds made available through the Department of Homeland Security’s Federal Emergency Management Agency in the amount of $513,490. Funds must be used to supplement food, shelter, rent-mortgage & utility assistance efforts in ongoing programs to assist people with economic emergencies unrelated to disasters.

The spending period for Phase 40 is November 1, 2021 – December 31, 2023. If funded, EFSP funds must be expended within this time period. Please note, Phases 39, ARPAR, and 40 will run concurrently. The National Board will allow LROs to charge eligible, properly documented expenditures back to the spending begin date (November 1, 2021).

What is EFSP, Phase 40 Allocations?

The Emergency Food and Shelter Program (EFSP) was established in 1983 by Congress with the intent of supplementing local efforts to provide emergency shelter and food to people in need. The EFSP National Board governs the EFSP Program. Congress has appropriated $130 million for use in FY 2022 (Phase 40).

IMPORTANT CHANGES TO EFSP PHASE 40

Unique Entity Identifier: The National Board required all agencies receiving funds to have a Data Universal Number (DUNS) issued by DUN & Bradstreet because it was a requirement to receive Federal funds. The DUNS number is no longer used by the Federal Government; it is now obsolete. However, the DUNS number has been replaced with a Unique Entity Identifier (UEI).

Agencies that had a DUNS previously should have been notified of the change and access to their UEI number should have been provided. Instructions will be provided for agencies that need to get a UEI so that they may participate in the program. Guidance will also be provided to agencies and Local Boards to provide their UEI to the National Board to replace the DUNS.
 

REMINDER OF IMPORTANT CHANGES TO EFSP PHASE 39

Per Diem Allowance: Only the $12.50 per night rate will be allowed for agencies using the per diem rate when providing mass shelter services. 

Utilities: Local Recipient Organizations (LROs) may pay more than one-month utility assistance. LROs may now pay up to 90 days (3 months) for clients per phase if it is necessary to prevent disconnection of services. The Local Board may approve the payments, but no additional approval is required by the National Board. No more than two organizations will be funded to provide Utilities in each parish.

Rent/Mortgage: LROs may pay more than one-month rental or mortgage assistance. LROs may now pay up to 90 days (3 months) for clients per phase if it is necessary to maintain housing. The Local Board may approve the payments, but no additional approval is required by the National Board. No more than two organizations will be funded to provide Rent/Mortgage in each parish.

Other Shelter (Hotel/Motel): LROs may pay more than one-month hotel/motel assistance. LROs may now provide up to 90 days of assistance for clients per phase if it is necessary to prevent homelessness. The Local Board may approve the payments, but no additional approval is required by the National Board.

Eligibility

Only non-profit organizations, faith-based, or units of government in Jefferson, Orleans, St. Bernard, St. Tammany and Tangipahoa parishes are eligible to apply and must abide by the following:

  1. Be a non-profit with a voluntary board, faith-based, or government agency,
  2. Be eligible to receive Federal funds,
  3. Have a financial control system that allows for effective control over and accountability for all funds,
  4. Practice non-discrimination,
  5. Have demonstrated the capability to deliver emergency food and/or shelter programs.
