Jefferson, Orleans, Plaquemines, St. Bernard, St. Tammany, Tangipahoa, and Washington parishes have been awarded Federal funds made available through the Department of Homeland Security’s Federal Emergency Management Agency in the amount of $498,239. Funds must be used to supplement food, shelter, rent-mortgage & utility assistance efforts in ongoing programs to assist people with economic emergencies unrelated to disasters.

The spending period for Phase 41 is October 23, 2023 - December 31, 2024.  If funded, EFSP funds must be expended within this time period.

What is EFSP, Phase 41 Allocations?

The Emergency Food and Shelter Program (EFSP) was established in 1983 by Congress with the intent of supplementing local efforts to provide emergency shelter and food to people in need. The EFSP National Board governs the EFSP Program. Congress has appropriated $130 million for use in FY 2023 (Phase 41).

Eligibility

Only non-profit organizations, faith-based, or units of government in Jefferson, Orleans, Plaquemines, St. Bernard, St. Tammany, Tangipahoa, and Washington parishes are eligible to apply and must abide by the following:

  1. Be a non-profit with a voluntary board, faith-based, or government agency,
  2. Be eligible to receive Federal funds,
  3. Have a financial control system that allows for effective control over and accountability for all funds,
  4. Practice non-discrimination,
  5. Have demonstrated the capability to deliver emergency food and/or shelter programs.
  6. Agencies with outstanding compliance issues need not apply.
